Keep the process simple

The primary administrator creates accounts and allocates credits.
One credit covers 20 pages or part thereof, including references and embedded appendices.
Word pages are counted after normalization and conversion to PDF. Legacy DOC uses extracted text; DOCX retains more document structure.
Credits are reserved at confirmation and consumed after successful report storage.
Viewing or downloading an existing report uses no extra credits.
